CSESAP Informational Meeting 02/09/2021

We are going to, I'm going to share my screen and we're going to go through a quick slideshow presentation. I'm going to ask that everyone hold their questions until we go through the presentation and then we will have a question answer session at the end. Someone had already asked to just want an address if you attended the first meeting the same information will be shared at this meeting so nothing new or or new information or changes have occurred so just want to make everyone aware. But we will go ahead and get started Okay. So this meeting is to discuss and give you a brief / overview of the California School Employee Summer Assistance Program that we are going to be re participating in for next school year the 2021-22 school year. Just some highlights: the program is funded through the 2020-21 state budget package which provides 60 million dollars in funding for the classified school employee summer assistance program the California Department of Education or CDE, will apportion funds to participating local educational agencies which are school districts provide up to a dollar for dollar match on amounts withheld from a participating employees monthly paychecks next school year. There is an established timeline that was set in legislation the school district was required to notify you by January 1st if we were going to participate which we did send notification in December you as employees if you choose to participate must submit your enrollment form by March 1st. There is no exceptions to this rule this is set in the state law in terms of timelines for participation. The form is now available and live on the district website available in the FAQs and a link on the page that you can go ahead and complete those enrollment forms now should you choose to participate. April 1st we the district will be letting the state know how many employees have elected to enroll in the program and how much they've elected to contribute towards the program at that point, later the state will it let us know based on all enrollment across the state how much of a match that we can expect to receive. As previously mentioned the maximum matches a dollar-for-dollar match but that is dependent on Statewide participation if participation exceeds the available funding from the state then it could be less than a dollar. We will in turn let all participating employees know what that estimated match amount is by June 1st of this year. Do you have the opportunity to change your withdrawal your election? So you may withdraw or reduce your deduction amount prior to September 9th 2021. Any changes that you are requesting must be submitted in writing to the business services department so you can email us if you want to change your election or withdraw from the program. We do not, as with the enrollment period, we do not have leeway on this deadline of September 9th, as it is set in established in the State's legislation for this program. In the event that you leave the district or separate for any reason we will return your contributions to you but you will not be eligible for the state's match. You do need to participate for the entire year to be eligible for the state matching funds. At the time that you and roll you have to elect your contribution amount so you there's a maximum of a 10% of your income that you can elect to contribute but you do have to indicate a dollar amount on the election form you cannot list a percentage. So we have provided tools for how to calculate that percentage on the CSESAP website on the District web page I'm as part of enrollment you have the option to select whether you will receive one or two payments from your contributions and the state match to the program. The payments will be issued on July 25th 2022 and or August 10th 2022 depending on what your election is So, do you qualify? There are established measures to determine whether you're eligible to participate in the program. The first one is that employees must have been employed with the district for at least one year at the time that you elect to participate so if you submit your election form today, February 9th, you must have been up begin working with the district by February 9th 2020 or before to be eligible to participate in the program. You are eligible to participate if your regular assignment is for 11 months or less out of a 12-month period. So that means that we only look at your primary assignment so if you accept any extra work or if you accept the summer school assignment those do not disqualify you from being eligible to participate in the program, you just can't be a 12-month employee. And then lastly the regular annual pay of the employee can receive from the district cannot exceed $62,400 if it exceeds that amount then you're not able to participate, but if it's that much or less than you are eligible to participate. We do exclude any extra work pay vacation payouts and summer school if you take summer school in terms of calculating your annual salary so those do not count towards $62,400 max. Okay, so that's the brief overview of the information I'm going to go ahead and stop sharing my screen and we can go ahead and get into question and answer I will allow you guys to unmute yourselves if you would like to ask a question out loud otherwise you can also put your questions in the chat and we will go through those I have a question. When we participated a year ago and there was an email sent out at the end saying that if you worked any days in that 12 months that you weren't eligible but that end up not pertaining to that year, is that going to pertain to this year? Yes, it does pertain to this year, the legislation did change, they did revise some of the language and ultimately to be eligible to participate you cannot work or receive Pay Days every single month so in essence, you would have to take either the full month of July 2021 or the full month of June 2022 off or or any month in between but you would have to take a full month unpaid in order to be eligible to participate in the program and when I say unpaid that also means that there's no vacation days taken or sick leave or holidays it would have to be a full month unpaid to be eligible to participate. Thank you. You're welcome. Did anyone else have questions? Wendy? You'll want to unmute yourself. Yeah, my question was are we taxed on that money when we get it to they take taxes they have matched? Yes, the state's portion is taxed, your portion that you contribute is taxed at the time that you're paid because we take the deductions after taxes have been taken out, but the states match is considered income so you will be taxed on those funds. Okay, thank you. -- You're welcome. I apologize, I know it was mentioned in the slideshow. Where do we find the form? The form is on the District website on the CSESAP website. I know that's been emailed out to all of you but I can also show you where to navigate to get that as well if you're on the district website so let me share my screen again very briefly. Okay. So if you go to the District website if you hover over departments and go to Business Services and scroll down there's a link here for classified employee summer assistance program once you go to that page it has initial memo that was sent out to everybody frequently asked questions there is a formulas to determine how to calculate your maximum election amounts this is the link here to a fill out the election form and there's also a YouTube video here to show you how to complete the form in the DocHub system. Okay thank you. You're welcome. I have a question if I'm a 9 month month employee but let's say he's somewhere down the line I'm lucky enough to get another position where it's a 12 month position how's that work or what happens? So ultimately, if you obtain a 12-month position then you would be refunded for all of your contributions towards the program but you would not be eligible for the States match but you get all of your funds back. Let me see if we have any other hands up. And we did take any of the questions that we received in the last meeting and Incorporated them in the frequently asked questions that are posted on the website. You all have made it very easy this week. (laughs) We will be sending out an email to everyone who is an 11 month or less employee, as that is one the primary factors of eligibility so you guys can all, you will get that email tomorrow that will include the links to the district website Um, excuse me Brittany, sorry I logged in a little bit late, is there anyway you can just I go over the first part really quick? Which part? Basically what is the summer assistance program? Who?
