Measure V
The voters approved a general obligation bond in 2001 authorizing $158 million for construction and modernization of new and existing school facilities.

Measure V funds have been used in the construction of two new high schools (West Ranch and Golden Valley), two new junior high schools (Rio Norte and Rancho Pico), modernization of three schools (Arroyo Seco Junior High, Saugus High and Canyon High), a new facility for Academy of the Canyons, as well as a newly constructed facility for the District’s regional Junior ROTC program.

Current projects scheduled for completion over the next 16 months include modernization of 80 percent of the classrooms at Hart High School, modernization of Sierra Vista and Placerita junior high schools, and completion of performing arts auditoriums at West Ranch and Golden Valley high schools.

Oversight for Measure V expenditures has been provided by a citizen’s committee. A 2007-2008 audit by an independent firm has certified all of the Measure V expenditures and indicated no recommended improvements in accounting practices.

Measure SA
In November 2008, voters approved a $300 million school facilities general obligation bond for the construction of new school facilities and the improvement of existing facilities.

Listed as priority projects for Measure SA is the acquisition and development of a high school site in Castaic, construction of a high school in Castaic, modernization projects at Hart High, Placerita, and Sierra Vista, and construction of auditoriums at both Canyon High and Saugus High Schools.  Other projects listed for Measure SA dollars include construction of permanent classroom facilities to replace relocatable classrooms, an alternative education facility, athletic facility improvements, and construction of new school facilities required due to growth.

A Citizens’ Oversight Committee has been appointed by the Hart Governing Board to inform the public concerning the proper expenditure of taxpayers’ money and to advice the public of compliance with the requirements of Proposition 39. Initial Measure SA funds have been earmarked for acquisition of a high school site in Castaic, development of that site, and planning for modernization projects and performing arts auditoriums.

Other Funding - Hart District Facility Improvements
A variety of construction projects are currently underway or have just recently been completed.  Security cameras have recently been installed on all school district campuses. This new security system was funded in part by a grant from the United States Department of Justice in collaboration with the Los Angeles County Sheriff.  The cameras provide protection for students, staff and visitors to Hart schools and assist in the preservation of equipment and facilities. 

The acoustics at two Hart District high schools will be greatly improved through a maintenance project funded by the Santa Clarity Valley Facilities Foundation.  In the fall of 2009, Golden Valley and West Ranch gymnasiums will be retrofitted with an acoustical treatment to the ceilings that will provide sound clarity comparable to other high school gymnasiums in the Hart District.
